Large-Scale Residential & Commercial Subdivision in Melbourne’s Outer West

A multi-stage residential and commercial subdivision delivered across several years, incorporating retail, service infrastructure
and residential land development. Stages 1 and 2 were completed over a two-year period. Stages 3–5 are currently underway,
with completion anticipated in early 2027.

The Brief

RCPT was engaged to provide project consultation across a complex, multi-stage subdivision incorporating both residential and commercial development.

The project required coordination across numerous stakeholders, regulatory bodies and infrastructure authorities in order to progress the development through multiple stages.

maintain progress across each stage of the project.

Our Role

RCPT acted as the principal project consultant, coordinating stakeholders across the various elements of the development and ensuring regulatory, infrastructure and delivery requirements were met.

This included working closely with:

RCPT managed key compliance and approval requirements, including council liaison, road naming, subdivisional approvals and authority works coordination across the development.

The team also oversaw the integration of essential infrastructure services such as power, water, sewer, roads,
telecommunications and fire infrastructure to ensure the project progressed smoothly through each development stage.

Project Timeline

The project is located in the outer western suburbs of Melbourne and is being delivered across multiple stages.

Stages 1 & 2 were completed over a two-year period

The staged approach allows for both the commercial and residential components of the development to be delivered in a structured and commercially viable sequence.

Challenges

As with many large-scale subdivision projects, the development required careful navigation of regulatory, commercial and
stakeholder considerations. Key challenges included:

Regulatory coordination
The project required engagement with multiple regulatory bodies, including the Department of Transport, particularly in relation
to road duplication requirements and public acquisition matters associated with surrounding infrastructure upgrades.

Infrastructure and authority works
Coordination of authority works across power, gas, water, sewer, telecommunications and road infrastructure required close collaboration with multiple service providers to ensure compliance and timely delivery.

RCPT worked closely with the client and project stakeholders to manage these complexities, ensuring regulatory requirements
were met while maintaining momentum across each stage of the development.

Outcomes

The project has delivered strong commercial and residential outcomes for the client.

Stage 1 – Commercial Service Centre
Stage 1 delivered a fully operational service centre, including:

The completed commercial precinct is now generating seven-figure annual rental revenue for the client.

Stage 2 – Residential Subdivision
Stage 2 delivered:

This stage of the project achieved eight-figure total sales revenue for the client and enabled purchasers to commence
construction of their homes.
